Get Paul some Dramamine. It's for motion sickness, but I use it all the time as sleeping pills - it's 100% non-addictive, safe, and two pills should knock him out for a solid eight hours or so (though they do take a bit longer than tranquilizers to kick in - around a half-hour to an hour). I would never have managed to correct my sleep schedule as well as I have without it. Oh, and it's over the counter - any drugstore will have it.
